The thing that changed

Every document about this project is out of date in the same place

The developer’s fact sheet says the “new circle line loop will connect directly to CBD”. The marketing e-book says “upon Circle Line completion, est. 2026”. Both are written in the future tense, because both were written before it happened.

Circle Line Stage 6 opened for passenger service on 12 July 2026, adding Keppel, Cantonment and Prince Edward Road between HarbourFront and Marina Bay and closing the loop. The Circle Line is now 33 stations and runs as a full circle.

For Terra Hill that is not a marketing point about the future. It means that from the station 350m down the hill, a resident reaches Marina Bay in seven stops without changing trains — and reaches HarbourFront, one-north, Kent Ridge and Labrador Park in three or fewer.

Freehold, in the Rest of Central Region

The part of the market that is not being replaced

Terra Hill is freehold land — Lot 02062L MK03, in the Queenstown planning area. Almost every new launch in the Rest of Central Region is 99-year leasehold, because almost every new site released for sale is.

That is the whole argument for a project like this one, and it is worth being precise about it rather than waving at it: freehold sites in the RCR are not being created, so the stock of them is fixed and shrinking as each one is built out and sold.

How it is built

Fifty-four stacks, and a penthouse on every one

Nine blocks, five storeys, 54 stacks. Storeys one to four are apartments and the fifth storey of every single stack is a penthouse. That is 54 × 4 = 216 apartments plus 54 penthouses, which is 270.

It is an unusual way to build 270 units. One in five here is a penthouse, and because the building is only five storeys, “penthouse” means a double-volume living space under a pitched roof rather than the top of a tower.

Pasir Panjang station is 350m away, about a four-minute walk. Since Circle Line Stage 6 opened on 12 July 2026 the line is a closed loop, so Pasir Panjang (CC26) now runs to Marina Bay (CC33) in seven stops on one line with no interchange. HarbourFront is three stops, one-north is three, and Kent Ridge is two.

Both official sources were checked on 12 September 2026 - OneMap's School Query and MOE's SchoolFinder - for all ten Terra Hill addresses, and both return exactly one primary school within 2km: Blangah Rise Primary School, in the 1km to 2km band. Measured point to point it is about 1.68km. Distance bands are MOE's to certify and must be confirmed at registration.
The developer's fact sheet gives an expected Temporary Occupation Permit of Q3 2026, with notice of vacant possession by 9 January 2028 and notice of completion by 9 January 2031. Those last two are the contractual long-stop dates in the sale agreement, not a construction estimate. The fact sheet was written in February 2023; ask for the current position before you rely on any date.
